A Message from the National Schools Commissioner

It is my pleasure to invite academy* leaders to extend their outstanding expertise to help improve education across their local area. Please consider standing for, and voting in, the elections to one of the eight Headteacher Boards (HTBs). Being a member of an HTB is one of the most important and dynamic school-system leader roles on offer. Our first elected members of the HTBs took up their positions in September 2014. Their term of office is coming to an end so we are now holding elections for academy headteachers and executive headteachers to select the next cohort of elected HTB members.

HTB members advise RSCs on the decisions they take. These decisions fall into three main categories.

  • Firstly, the approval of academies converting from maintained authority control to join a multi-academy trust (MAT) or become a stand-alone academy.
  • Secondly, the approval of new sponsors and new MATs as well as the growth of existing ones. Here, the boards scrutinise the school improvement capacity, the leadership and governance and the financial sustainability of the trust.
  • Thirdly, the RSCs intervene where under-performance occurs and seek assurances that the improvement plans of the trust are sufficiently robust to produce the rapid improvement needed. Again, the advice and experience of HTB members is fundamental in this work.
I hope that after having had time to reflect on the role, you will be prepared to stand for election as well as take part in the voting process. Also, if you know a current or former headteacher who you think is eligible, and would be suited to the role, please encourage them to apply.
